Before Federation, the Australian colonies had separate legislation that controlled the immigration of Chinese people. This proclamation was issued under the Queensland Chinese Immigration Restriction Act 1888. The Queensland governor had the power to grant exemptions to the Act for particular individuals. Storeman Chun Chi Non was granted an exemption when he left Queensland in 1900, returning in 1901.
