In the first few years after the Immigration Restriction Act 1901 was brought in, Chinese residents of Australia could apply for a Certificate of Domicile if they planned to travel out of Australia. The Certificate of Domicile proved that they were 'domiciled' in Australia and eligible to return without sitting for the dictation test. In 1906 Wong Bow of Cairns, Queensland, used this certificate when he left for Hong Kong.
